Regional initiatives: the Strategy Plan for Hydrogen in Aragón (Spain)

  • Aragón, one of the 17 Regions in Spain, has been a reference for renewable energy, especially wind power. Its tradition in sectors such as automotive or chemical industry, and the logistical situation suggested the Regional Ministry for Industry in 2003 to develop a strategy in hydrogen and fuel cell technologies, as key factor to competitiveness and future economic wealth. Together with the most relevant stakeholders in the region (now 50), the Regional Government created the Foundation for the Development of New Hydrogen Technologies in Aragon.

    The mission of the Foundation is

    - to promote strategic projects
    - to favour networking of companies to enter new businesses, and iii) to develop a strategic agenda. One of the first steps carried out was the compilation of the Strategy Plan for Hydrogen.

    The work started in late 2004 and finished with the publication of the Strategy Plan in early 2006 as a book. The build-up of the strategy followed a DELPHI methodology mixed with working groups. More than 60 experts participated and 100 companies were consulted. Seven different areas were defined: Hydrogen from renewable energy; hydrogen from conventional sources; storage and distribution; fuel cells; fuel cell applications; automotive; cross-cutting. A comprehensive set of around 80 actions was defined and classified among R&D, industrial or supporting actions, and short, medium or long term.

    The Strategy Plan has been communicated to the stakeholders and to the general public, published as a book and translated into English. The working groups still meet regularly to follow-up.
